AKA The ISD, The Sejun Imperium

Overview: 

The ISD was founded 374 years ago by the legendary Sejus Hessami who was the first ruler, or Divine Imperator. The Divine Imperator is chosen by combat after the death of the previous one. Through the church the Divine Imperator, currently Ranec the Sorcerer, has absolute power over the ISD. Under him are the churchmen and nobility who control vast land-industial-military complexes. Chief among these are the princes, descendants of Sejus; the Dukes, similar nobles who cannot claim direct descent from Sejus: and the Cardinals, appointees of the reigning Divine Imperator.

Technology: 

Technology is on an energy flow basis. Therefore by harnessing the energy flows, the people are able to create a great deal of renewable, non-polluting energy which powers the industry.

Mystic: 

Magic works on a runic basis, where by drawing or carving runes on objects, magic-users are able to call upon natural forces through runes. Another type of runes are the mysical tattoos which confer magical abilities on the bearer. Many of the powerful men and women in the ISD are literally covered with multiple tattoos which give them multiple abilities.

Size: 

There are three star systems in the ISD. Teutonas has two planets: Kyrac (a large habitable planet and centre of the ISD), and Serian (a large uninhabitable planet), which has a small inhabitable moon, Dayen. Orentan has one planet: Niptiar (a medium inhabitable planet).  Gebos also has one planet: Drago (a small inhabitable planet) which has a small uninhabitable moon, Lutil.

Kyrac: 19 billion 
 +Dayen: 300 million 
Niptiar: 9 billion 
Drago: 4 billion 
 +Lutil: c.500,000

Climate and Geography: 

Although massive variations do exist on the worlds themselves, in broad terms Drago and Niptiar are generally hotter than Kyrac. Drago is the most mountainous of the planets and Niptiar the wettest. However it is possible to find almost all climates on all three planets.

History: 

All dating is based from the assumption of the title Divine Imperator by Sejus Hessami. Since then there have been 374 years of history, 18 Divine Imperators and four civil wars. 

First Epoch: "Age of the Gods" 0-73 
The rule of Sejus and his descendants apart from a short interruption 41-5 by Jurin the assassin. 

First Interregnum: 73-80 
Saw the rise of the Solar dukes on Drago and the flight of the imperial princes to Niptiar where they assumed the title of supreme prince. 

Second Epoch: "Age of the Emperors" 80-144 
Chalos the flame established the procedure of combat to determine the new Divine  Imperator. The first "Great Contest" was held on his death in 111. 

Second Interregnum: 144-152 
The archduke, grand duke and high duke rose to prominence and the spiritual arm of the Divine Imperator was strengthened by the rise of great ecclesiastical warlords. 

Third Epoch: "Age of the Ecclesiasts" 152-224 
A variety of cardinals and archbishops became Divine Imperator and the predominance of the religious rather than the secular arm on the Divine Imperator's government saw the creation of the great cardinal offices of state. 

Third Interregnum: 224-229 
A short and turbulent civil war, notable for the great space princes, descendants of  an illegitimate son of Sejus. During the wars they demonstrated great mystical powers beyond the then greatest magicians of the ISD. 

Fourth Epoch: "Age of the Magicians" 229-353 
Fifty-six years of Space prince rule under Aratan the Black, then his daughter, was  instrumental in establishing the magical arts as a fully integrated part of the Imperium. 

Fourth Interregnum: 353-371 
The longest and bloodiest civil war. Caused by the attempts of Shalon the magnificent to try and crown his son Divine Imperator during his own reign. Eighteen years of civil war saw the destruction of the high dukes (Shalon's house). Towards the end of the wars, the dark dukes rose to replace them. 

Fifth Epoch: 371-now (374), modern age 
Order was re-established by the current Divine Imperator, Ranec the sorcerer three years ago. Within this very short space of time, Ranec has been able to bring an end to the threats to imperial power and prepares for the first significant expansion of Sejun borders in over 250 years.

Government: 

There is no uniform governing body of the ISD. At the head is the Divine Imperator, who through the church exercises a great deal of control over the many other states within the empire. Of these the largest are the great territorial blocs of the great princes and dukes, of which there are eight: 

The Eternal Prince rules a collection of disparate territories on Kyrac, the main planet. 
The Supreme Prince rules Dianos, a vast nation on Niptiar. 
The Space Princes rule a relatively small part of Drago and have substantial freight and shipping interests controlled from their base on the moon of Lutil. 
The Yatani Prince is the spiritual leader of a vast cult which own territories scattered  among the ISD but concentrated on Niptiar. 

The Solar Duke rules the federated nation of Siar on Drago which contains the bulk of the population directly or indirectly. 
The Grand Duke rules Tedorme on Kyrac and owns the vast banking conglomerate of the same name, both founded by his ancestor. 
The Arch Duke rules the moon of Dayen and runs the associated mining corporation which has exploited the planet of Serian for generations. 
The Dark Duke rules the tiny nation of Kadow and has a variety of other interests, both territorial and commercial.

The rulers of most states are either nobles and thus owe their position to birth, or are ecclesiastical rulers and owe their position to the nomination of the Divine Imperator. Each state is independent insofar as it may determine its own policy and direction so long as it does not contravene the wishes of the Divine Imperator, whose power is absolute. 

Foreign Policy: 

Aggressive. 

Domestic Policy: 

Variable. Although most states practice freedom of speech, few practise any semblance of democracy, preferring the government of the enlightened despot. The church enforces dogma and destroys heresy with the inquisition.

Society: 

The ISD is a multicultural, family oriented society where the only caste or class system that operates is one of talent. The hierarchy of titles that defines one's power is directly linked to perceived wealth and power, the higher one rises the greater the title one can assume. 

The open nature of society mans that no matter what one is born into anyone can be raised to the top and because of the cut-throat nature of politics and society itself even the greatest noble son can be destroyed. 

Languages: 

No information at present. 

Religion: 

The Church is the supreme government as well as a religious institution. At its head is the Divine Imperator, while its supreme figures are a small number of cardinals, currently five who attend to much of the business of the ISD. The church does not tolerate challenges to its authority, either spiritual or temporal and will enforce its will with the orders of warrior-monks who answer only to the Divine Imperator. 

Castes: 

As stated above, talent is the only discriminator of people.

Economy: 

The economy is based on the commercial-industrial power of the nobles. While it is true that a great deal of wealth is concentrated in the hands of the nobility, this is because all those who attain wealth of that order become nobles, and those who lose their money lose their noble status, or their lives. Nevertheless there is a thriving middle class between the rich and the poor. There are however no slaves, and there is no discrimination in the workplace over gender or race. Substantially more men than women tend to work because of the highly family oriented nature of society in which women tend to want to remain at home.

Military: 

The church military are the great monastic orders, housed in vast abbeys, some numbering over a million monks in one huge complex. These fanatical orders are led by the abbot-masters who command them on the battlefield or in space. The great nobles also have substantial armies which are under the command of secular generals and admirals of the space fleet. 

The military of the ISD has a noticeable bias toward ground fighting and, as technology has developed highly advanced personal shields, favours hand to hand combat with laser weapons. In response to this style of fighting has been a very flat chain of command and a strong emphasis on independence and self-reliance. Higher ranks in the military do not hesitate to fight on the front line, unless they are required for strategic purposes. The whole of society is geared to war, and the vast military is used to winning.

Sports and Leisure: 

Most leisure pursuits exist somewhere but the most popular are the baroque pastimes. Theatre and art are excessively gothic and ornate and carry militaristic overtones, as do most other activities. Obviously the most violent sports are the most popular, but the violence must be skilled and not simply brutish. Duelling and gladiatorial combat sports such as bull fighting are held in great regard. Blood and passion with skill and danger sums it up.

Major Population Centers: 

Each of the great nobles has a huge palace complex and city, but the three great conurbations are Dayen (300 million - the whole moon), Sejanan (100 million - the imperial capital and seat of the Divine Imperator) and Tenes (100 million - city-state spaceport on Niptiar).
