Overview: 

The Kel`Shren Alliance, located in sector G, is a young empire.  The two peoples have been around for countless years but the Alliance has only been stable the past few centuries.  It has been in the past 100 years that the Alliance has reached space and colonized their first planet.  In general the Alliance is still an unstable society.  As it is a very political structure, each house is always vying for position.  If it were not for the two ruling houses everything would revert back to centuries of war and death.  Despite all this, the Alliance still prospers.  Due to the lack of military conflict in the past few years, the Alliance has been able to put all available resources into expansion and recovery of lost technology.  Warning: The Alliance will treat the universe as it has always treated things: friend or enemy, one to destroy, the other to watch.

Technology: 

The Kel`Shren Alliance use their technology to maintain and create things in their empire.  The Alliance, despite being fairly advanced, is not extremely industrialized.  It has very few industrial centers and the ones it has produce all of the items needed.  Each house in the Alliance has its own industrial city with some of the larger houses having two maybe three industrial sites.  Each house makes or trades for needed items.  This results in a large amount of trading between the various houses.  Each house makes and maintains different items of technology and trades for what they lack. 

Technology in the Alliance takes the form of elements.  Using the basic elements derived from the void the Alliance forms and creates the basics of their technology.  Scientists use this knowledge of the elements to form and create items they need.  To this end they have created many things, the most advanced of these are their space ships.  These ships combine all the best forms of their technology to traverse the stars.

Mystic: 

Magic in the Alliance is used as much if not more than technology.  Rune and Elemental magic is highly active in the houses.  Each house maintains various aspects of both the Rune and the Elemental side of the spectrum.  Religion plays a major role in this.  The priests of each House are those who maintain and teach the greater spells of these magics. 

Elemental magic in the Alliance was originally devised by the gods and given to the people to use.  With this knowledge the Houses accomplished much.  Using their ability to manipulate the elements they can create all manner of things, from the houses they live in to the weapons they use and the spaceships they create.  Elemental magic has various minuses to it though, much of the knowledge associated with it has been lost over the ages so it is not nearly as developed any more as the technical aspect.  Lastly, the magic is highly unstable now due to the great destruction that savages the worlds. 

Rune magic in the Kel`Shren Alliance is very advanced.  The Alliance and the houses in the Alliance have been using this type of magic for as long as they can remember.  Religion says it was the two gods who gave this knowledge to the people of the Alliance.  Using rune magic they have been able to create many things in their land, from rune gates that connect the worlds, to every day runes that provided light and protect their buildings.  As the uses of runes vary, so do the number of runes.  Each House in the Alliance has its own rune structure and House Rune.  The House Rune is always placed on a person's forehead at birth so you can distinguish what house they are from.  This rune usually does not do much, just lets people know if others of their house are around. Runes in the Alliance are a very important, they are used from religious practices to everyday life.  Rune Mages who make the runes are very important members of society, as runes themselves are. 

Size: 

The Kel`Shren Alliance has three star systems.  The first star system, known as the Kel system, is made up of one average yellow star. The second system, known as the Shren system, is made up of an average orange star.  The last system in the Alliance is a system known as the Midpoint system, with a small yellow star.

Flora and Fauna: 

Kel`tra, home of Alliance House Kel, is mostly a flat planet.  It mainly consists of tall grasses and few trees here and there.  The main food staple on the planet comes from one of the tall grasses called Heatra grass.  It is found on every land mass of the planet and is used widely for food production.  The Heatra grass is also used in the construction of paper products.  Due to the low amount of trees on the planet the inhabitants were forced to find other ways to make needed goods. 

Shren`tren, home of  Alliance House Shren, is an island planet.  This has resulted in a large variety of plant life on the planet.  Not all of these plants or animals have been documented.  The strangest plant on these islands is called Trenen Fruit.  For some reason it is the one item that can be found on every island.  It is edible and most of the people eat it on a daily basis.  It grows on Trenen Trees, is about the size of a person's head. Slightly red on the outside but when you crack it open to get to the edible fruit inside it is blue.  A poisonous version of this plant does exists along side the others,  the only way a person can tell the difference is when they open the fruit along with the blue inside are a few green dots.  These dots in themselves are not poisonous and in fact have been proven to cure some aliments. 

Not much us known about the moon Sal`nar`stra in terms of flora and fauna.  In general the Alliance has limited their occupation to the south end of the continent Sal`karna.  This continent is made roughly of wild grassland interspersed with lakes.  The major grass called Sal`karna`fon has been found to be edible and is much like Kel`fon, a native grass on Kel`tra.  Besides this, not much exploration of the moon has happened.  The Alliance is first establishing a permanent presence here before it research is finished.

Government: 

The Government of the Kel`Shren Alliance is a powerful sect in the House structure of the two worlds. It was formed when house Kel of the Kel`tra star system and house Shren of the Shren`tren star system entered into a Alliance and through their combined strength conquered the other houses.  Despite their being the head of the government, each house still retains its own system of rules and laws in its areas of control.  The Government does not try and intrude on these system as long as the house obeys the Universal Law stipulated by them.  The majority of the houses like this new system, it has allowed them to rebuild all that has been destroyed in the house wars and gives them a chance to learn and expand once again. 

Foreign Policy: 

The Foreign Policy of the Kel`Shren Alliance is the sole domain of the Ruling Government.  The sole exception to this is when another house first comes into contact with something new: they then shall be allowed a voice in dealing with that entity.  This results in a case by case basis for dealing with new contacts.  The ruling Government normally tries to negotiate a treaty with the new contact first before going into any sort of war with them.  They know that in some cases war is inevitable and they will be ready for that case, but due to tradition they will not start the conflict unless the other party has slighted them in some way. Due to the many house wars they have had over the years they have learned that negotiation can often lead to a solution sooner then open conflict will.  If the other side however does not approve of this and continues to slight the Alliance, war will be entered with full support of all the houses.  Tradition offers no other path. 

Domestic Policy: 

Ruled by tradition the Kel`Shren Alliances government lets each house deal with internal matters that concern them.  As long as the houses follow Universal Law and tradition the Government interferes with them very little.  This has kept many of the houses' attitude towards the government as friendly or neutral, for as long as it stays out of its affairs they can tolerate it.  This results in each house treating its citizens in a variety of ways based on tradition.  Due to the Universal Law applied to them now by the ruling government they are encouraged to negotiate an end to their differences before going to war. 

Alliance Law:

Alliance Law was created by the Kel and the Shren on their ascension to power.  They deemed that some laws must cover all aspects of the two worlds but to interfere too much in internal house matters might not be a good idea.  To resolve this they corrected Alliance Law, this law re-enforces their control while leaving enough control in each of the houses. 

I: House conflicts are no longer allowed unless all routes of negotiation have failed or tradition leaves you with no other course.  If more then two houses enter into the same conflict the Alliance Government can at its will step in to put a stop to the fighting.  Any punishments handed out to the warring houses will be decided on by a council vote of each house not involved with the conflict.  This punishment may be decreased or increased by the Alliance at their wish. 

II: Twenty percent of each house's Military will be placed under Alliance control.  Military is defined as any and all arms bearing forces in the houses control, these forces included all magical and technological forces under house control.  The percent allocated to Alliance control is an equal percentage of each portion of the house military forces.  This military will be used to provided security for the Alliance and its planets.  In a time of war this allocation will be increased to fifty percent, and another twenty five percent command by the house they belong to in the war effort. 

III: Each house will send twelve percent of their annual budget to the Alliance government as a tax to keep order in the government.  This number may change at anytime if the need arises.  If the Alliance should enter into a war then forty percent of the annual budget shall be passed to the government.  Again this number may change if the need arises. 

IV: All new technological and magical discoveries are to be passed onto the Alliance government.  The house that came up with this new technology is still the owner of it but the Alliance government may make free use of it at its will. 

V: No House shall enter into a conflict against the Alliance Government.  If a house enters into a conflict against the Alliance government it is then deemed a traitor against all Houses.  Of course this only applies to those conflicts started by the offending house.  If the Alliance starts the conflict then this Law does not apply to you. 

Failure to meet any or all of these Laws is deemed a breaking of oath.  The house or houses that break these laws will be deemed outcasts and all goods and items of the house will confiscated. Thirty percent of this will go directly to the Alliance Government the remain shall be separated out in equal shares to the remaining houses.  Those members of the house that survive will either submit to join an existing house, create a new house or be killed.  If no other house will take in those left of the destroyed house the Alliance government will take them in where after five generations of service they will become full house members. 

Society: 

The Kel`Shren Alliance is society of houses. There are over 100 houses in the Alliance with the two main houses being House Kel and House Shren.  Almost every person in the Alliance belongs to one of the houses, those that do not are considered slaves.  These house are almost like separate nations, each with varied relations with the other houses.   All houses however fall under the authority of the two ruling houses, House Kel and House Shren.  Each house in the structure has various degrees of power based on that house's wealth and position in the overall house structure. The head family of a poor house might be equal to the head family of a rich house in tradition but in actual power the poor house would have very little compared to the rich house.  As a result of this all the houses are in constant conflict fighting for more resources and a better position in the list of houses. 

With the Kel`Shren Alliance in charge the actual fighting between houses has been brought to a minimum, most things are now done through politics.  This has enabled a period of growth and expansion to occur in the Alliance, there is no longer constant war between houses.  Much of their lost technology is now starting to be recovered because of this.  Very few houses now oppose the rule of the Kel'Shren because the Alliance still provides them with relative freedom and allows for expansion of the houses once again. 

Languages: 

There are many different languages in the Kel`Shren Alliance, each house and sometimes each family in a house has a different language.  To go with this you have a standard trade language on each of the two home worlds and a separate trade language for use between the two worlds.  This then does not go into the various military languages that have been created.  Each house when entering into an agreement with other houses in times of conflict needed a common language for the troops, so a new language was then created.  To go with all of this you have the religious languages of each house.  Each house has its own religious language to go along with the main religious language that goes over both worlds.  In essence hundreds if not thousands of languages exists on the two planets.  Some of these are known only by a few people while others are known by lots. 

The Alliance government officially supports twelve languages.  These include the two native house languages, the three main trade languages, one language created by the two houses for government reasons.  Also, two languages created for military reasons, the first for the two houses' military and the second for the overall military they get from the other houses.  They also fully support three religious languages, one from each house and the main religious language that both worlds support.  And last is one language created by the two houses for house to house communication.  As a result of this it is not uncommon for an average person to know a dozen separate languages; people who rise high in their houses or military often know over 50 separate languages.  Usually the learning of the language is helped by giving the person a language rune which enables them to learn a language at an accelerated rate. 

Religion: 

Religion plays an important role on the two worlds.  They are huge believers in tradition and being so they follow their various religious beliefs like fanatics.  This of course applies only to the common person, the higher you are in the house structure the more political things become and you generally become willing to ignore some beliefs as long as it does not become public that you are doing so.  Very few high lords follow their religious traditions to the letter. A brief description of the prevailing religion is as follows. 

 In the beginning there were two high lords, gods if you will.  One of these was female the other male.  Now each god resided in their own plane of existence (separate planets.) Over time the two gods became aware of the other and slowly started to grow and like one another.  It was easy for the two gods to visit one another but their peoples being on separate planes could not, so the gods created the first rune gates for their people to use and travel to the other gods domain.  Over time the gods had children who started to create the first houses.  As these children grew and multiplied more houses were created, one for each child.  Originally the gods had nine children who created the first nine houses.  The children of these children would later form the other known houses creating the structure that exists today. 

Over time a war between the two planes occurred.  One world of technology went to war with the world of magic.  The two gods, not wanting to get involved and feeling dismayed at their children's fighting, eventually left the region in hopes their children would see their disgust and stop the war.  This war the children fought however continued for years until the last child of the gods had died and the people who were left only remembered the original gods as myths.  As time passed in the war each house acquired the founding god's characteristics and sense of honor, creating the traditions and beliefs of the house at the same time.  Each house in the Alliance worships and follows the persona that created the house, and all houses in the Alliance worship the two founding gods of the world as the overall creators.  Hence each house has its own belief system in regards to their founder but all share a sense of honor and beliefs.  The Alliance's rune magic is central to all of this.  Each god and demi-god came up with their own standards and designs which have been copied by the house they belonged to.  This makes the rune magic a non-standard item for each house can have a separate design for a rune that basically does the same thing.  This causes each rune to be house specific. 

Every house in the Alliance follows the religious codes publicly to the letter.  If their religious doctrine tells them they must act a certain way and do this they will do it without hesitation.  This however is avoided by the High Houses at times.  The common person in the Alliance holds Religion and House at the same level, the also believe that religion can never betray house, and that house can never betray the religion. 

Castes: 

The Kel`Shren Alliance has a rigid caste structure.  People are rarely ever allowed to move more then one or two rungs up the caste structure in their lifetime.  The caste structure is as follows.

High Family:  This caste is comprised of the leading family in each house, maybe about 0.2% of the total population.

High Priest:  This caste is made up of the high priests of the various religions, maybe 0.1% of the population.

High Council:  This caste is made up of the top families that form the high councils in the Houses, maybe about 1.0% of the total population.

Rune Priest:  These folks are those that have become rune masters in their respected houses and master of making the most complicated runes. Maybe 0.5% of the total population.

Council:  Those families that do not have enough power to be in the High Council but do have enough to have a voice in matters, maybe about 3.0% of the total population.

Rune Master:  Those that have mastered the rune arts. Maybe 1.2% of the total population.

Upper Family:  Those families that do not have enough wealth to influence the whole house but enjoy a special standing, Maybe 9.0% of the total population.

Priest:  Priest of the religion, maybe 3.0% of the total population.

Rune Mage:  Practicers of Rune magic, maybe 5.0% of the total population.

Middle Family:  Those families that have some wealth but little power, maybe 40.0% of the population.

Lower Family:  Families with little wealth or power usually end up in the military or low skill jobs. Maybe 35.0% of the  total population.

No Family:  Those that for one reason or another have no family in their house, unless they join the priesthood or become a rune mage they have little opportunity for advancement, even if they are highly skilled in their area.  Maybe 0.5% of the total population.

No House:  Those that do not belong to any house, they are the bottom rung of the ladder and considered basically slaves of the house they serve.  They have no opportunity for advancement in society; their only hope is after serving five generations with a house that their descendants will be allowed to join it. Maybe 1.5% of the total population.

Economy: 

The economy for the Alliances varies little from house to house.  Each house maintains and creates the basic items needed for its population.  From this base they make more exotic and specialized products that other houses don't, which they use for trade.  Usually every family in the house has its own specialization and function in the house structure.  Some simply grow food while others create the military items needed for the House.  This means there are no true corporations in the Alliance, just various families in each house providing the products needed.  A consequence of this is that all families in the house structure have usually been at their trade for generations making them very good at it, but in other trades they know little.

Money in the Alliance comes in the form of rune coins.  These coins usually come on a valuable piece of metal, but not always. Each have a special rune on them that says how much it is worth.  These coins can be traded for other goods,. resources, or services and are universally accepted throughout the Alliance.  No coin in the Alliance will be accepted without the rune marks.

Wealth is distributed from the top to bottom, with the most being at the top. This does not mean that the lower classes have no wealth.  Each house looks after its own and makes sure each family has everything they need.  People with no houses however have very little wealth.  Everything is provided for them by the house they work for.

Each House has its own system for who works.  In general all males in all houses work and about twenty five percent of the houses require the females to work also.  From there it is optional for the females to work except for about five percent of the Houses which exclude females from work.  Each house does take care of its own children and elderly.

Military: 

The military of the Kel`Shren Alliance is a highly trained one.  With the many house wars that have occurred each house keeps its military at peak status so another house can not get the jump on them.  The military is also the police aspect in the Alliance.  With as many resources going to the military as possible it was deemed necessary to just disband the police forces and integrate them with the armed forces.  This saves the various houses both resources and money.

Each House in the Alliance has its own house military.  Twenty percent of this military is sent to the Alliance government's control.  This is then incorporated into the Kel`Shren's military giving them the largest military force around.

The Alliance military is extremely large: about fifty percent of the total population is directly involved with the military in either support jobs or actual military service.  Males in all houses are each required to serve a five year term in the military.  Some houses have their people serve a longer time but this is usually unnecessary due to the fact that normally people serve two or three terms.  About ten percent of the houses also require the female population to server in the military and fully seventy-five percent of the houses allow the female population to serve in the military if they wish.

The military currently has about five branches.  The first is the House Military.  These militaries vary widely from house to house depending on who the house is.  The next branch of the military is the Alliance Branch.  This branch is made up of all the house military components that get assigned to the government as part of the Alliance Law.  The next branch is made up of the combined military of House Kel and House Shren.  This branch usually works closely with the other Branches but is also responsible for defense of the two main houses.  The next branch is the Alliance Navy.  This is a newly created branch used in space exploration.  It is made up of highly trained individuals from the various houses.  Fully thirty-three percent of these are from House Kel and House Shren.  The last portion of the armed forces is the religious warriors.  This group is made up of various people from all houses.  Besides House Kel and House Shren this is the only branch allowed to have the most powerful of rune weapons.

Each branch in the military encompasses all aspects that the military needs, from navy to airforce.  A family in a certain house might only be part of one aspect of the military but in general it is all run under the same chain of command.  This command starts with the ruling family or family elected to head the military.  After this it goes down the house structure from one family to another.  This structure is a bit different then the normal status structure for the house and families.  Some families have little wealth but are placed high in the chain of command due to their skill at arms.  Occasionally you will also have one person placed in this chain of command instead of a family if that person is extremely good at what they do.  This structure, like the main status structure for the house, is detailed to the last family.  It is very important for each family to know where their placement in the structure is: that way they know who to compete with to get a higher status.

The Kel'Shren Alliances uses a variety of equipment for military use.  This equipment depends on what type of conflict is being fought and who it is being fought against.  This results in the Alliance supporting equipment from horse cavalry to space jets (all space faring military vehicles are owned and operated by the main government.)  Each military division is equipped with standard swords.   Elite military get rune swords.  To go along with this they are also equipped with a standard firearm.  The manufactures of these firearms may differ and so may the design depending on the house that made them.  In general however all these sidearms do the same thing.  The normal sidearm is a projectile weapon, some elite divisions have energy weapons for sidearms but most stay with the projectile weapon.  To complete the uniform they also have standard armour.  Usually this is just a light suit of elemental armour.  Heavy suits of armour are given out when the mission warrants it.  Elite troops are given rune armour which is basically the same armour as the others have, with defensive runes inscribed on it.  These runes vary from armour to armour.

Sports and Leisure: 

Sports and leisure in the Alliance is something rarely seen until now.  Now that the populace has some free time on their hands not associated with war they have turned to the one thing they know, fighting.  Usually you can now find great contests in all the cities between various citizens.  These contests are rarely deadly and are becoming quite popular as houses test their best fighters against one another.  These contest are also starting to be used to settle old disputes between the Houses.

Major Population Centers: 

Kel`tra`Genis: Capital City of the Planet Kel`tra and home city to House Kel.  Located in the mountains of Genis, the city was able to grow and prosper even in times of war.  The main part of the city is actually located in the mountain range making it a very difficult place to attack.  At one time described as the most beautiful place on the planet, the years of war that have savaged it have turned it into a desolate place.  The surrounding areas are now barren and lifeless, only as the city expands and repairs the damage does it again recapture its forgotten beauty.

Shren`tren`Gias: Capital City of the planet Shren`tren and home to House Shren.  This city is located on an island in the southern half of the planet.  On a relatively small island the city has grown to encompass all of the available land.  Much of the governmental work for the Alliance takes place here.  All the main offices and branches all reside within the islands somewhere. 

Sal`nar`stra`Mach: Military base on the Moon of Sal`nar`stra.  Located in the valley of Mach this city is a very large military base.  Due to the lack of threat the Alliance trains its military at this isolated spot.  Unlike any other city in the Alliance this city is run like a base with strict controls on everything.  This city also acts as a meeting point between any new alien races the Alliance might encounter.

Kel`tra`Bendia: Religious Capital on the Planet Kel`tra and Shren`tren`Bendia: Religious Capital on the Planet Shren`tren.  The cities of Bendia are actually one large city.  Located on the central plains of Kel`tra and the island cluster of Dias on Shren`tren, these two cities function as the center points for religion.  As the center points of religion the Alliance has invested huge amounts of resources in their upkeep and continued construction.  This has made the cities the most breathtaking places in the Alliance.  Anything and everything from the Alliance can be found in one of the two places.  Besides the capital cities these are the only two places that all the Houses are forbidden to fight on.

Chronic Problems:

There are various problems that the Alliance faces on a daily basis, the most basic of these is continued conflict between the houses.  The Houses, despite their general success now that a relative peace is in existence, still try to find ways to settle old disputes.  The second most common problem faced in the Alliance is the quantum storms.  The weather in the systems is highly unstable.  The Alliance and her Houses try everything they can to keep the destruction to a minimum but this is rarely achieved and they spend lots of time repairing damage from the storms they can not control.
