Overview:

The Arlani Council is a government body made up of the different governors of the planets colonized by the Arlani. Thanks to the Council's efforts, a stable network of colonies inhabit the three star systems under their command. The Council's Science Department (CSD) has recently become very excited about the discovery of a "soul" that inhabits all living beings within this quantum zone. This became apparent when a researcher "willed" himself into a new body, and it worked. Since then, there has been an amazing mystical renaissance.

Technology:

The Arlani currently use starships that travel at "near-light" speeds to transfer people and goods from planet to planet. Their communication is based on "sub-space wave emanators" that transmit information "instantly" across vast distances.

Magic:

As said before, the Arlani have just rediscovered the mystic side of life and so have not made many discoveries "yet".

Size:

Currently covers three star systems with one habitable planet in each.

Population:

Around 15 billion people inhabit Arlani space.

Climate and Geography:

All three inhabited planets under Arlani control are very similar. Each has a nitrogen/oxygen based atmosphere with the only differences being the average temperature or weather.

Flora and Flauna:

There is a wide variety of life in Arlani space. Two interesting examples are the Colarcs and the Vitams:
Colarcs:
These six-legged reptiles found on the Arlani homeworld of Arlan are the standard domesticated beasts of burden and food for Arlan. What makes them especially interesting is their ability to hibernate for up to a hundred years.
Vitams:
These carnivorous trees killed many of the first settlers to arrive on the colony world of Lighn. What makes this tree so deadly is its ability to release a tranquilizer that stuns victims. Then, special branches act as "arms" to lift the prey and drop it into the Vitam's "mouth" for digestion.

History:

The Arlani calender marks years as either PC (post-Council) or CC (Council creation).

Colonization and War - The current Arlani government succeded in establishing a colony on the planet Lighn. Just 10 years later, due to poor leadership, the colonists of Lighn sued for independence.

Civil war soon erupted. For 50 years, Arlan and Lighn fought a bloody interstellar war. Finallly, thanks to the efforts of a peace activist named Chis Cot, a treaty was signed between the two planets. Life looked peaceful for a little while.

3 PC

Council Creation - In the year 3 PC, 61 years after the end of the Arlani/Lighn War, tensions had grown thin between the two planets yet again. Hoping to avoid more bloodshed, the two planets agreed to try and create an inter-planetary council to ssettle disputes between the two worlds. After 3 years of debate, the first Arlani Council was established based on a republic system.

Present Day - The CSD recieved its greatest skock when the brilliant reasercher Levin Deo "jumped" his consciousness from his paralyzed body into the body of a nearby coma patient who was officially "brain- dead". Levin, in his new body, then sat up and began to answer questions concerning his feat of "magic". This has sparked a major mystic revolution in Arlani space.

Government:

Ardani space is ruled by a Council composed of the plnetary governors that rule each planet. These governors are themselves elected by th ecitizens living under them. The Council itself only has power over interplanetary affairs. On each planet, the idividual governors have differing powers depending upon the planetary charters drawn up by the original settlers.

Foreign Policy:

The Council is somewhat reserved concerning other sentient life forms. They allow other races to visit Arlani space but any trading must be done with the Council government and not with any other private or public organizations.

Domestic Policy:

The Council governors are very laid back concerning the citizenry. Taxes are low but each citizen is required to spend at least four years in either the military or law enforcement agencies.

Society:

The only class-like distinctions are Citizen, Scientist, and Bureaucrat. There is no true difference between these classes except for the honor involved with them. Citizens are the everyday men and women who work and live under the Council. Scientists are the trained professionals who work for the CSD. Bureaucrats are the elected officals who handle running the government.

Languages:

The only official language is the Arlani Common language. The other "ancient" languages are either passed down through families or taught in CSD universities.

Religion:

Before the mystic revelation, there were only small examples or religious groups that held no real power. New, there has been an explosion of many different religious groups. Which one survives has yet to be seen.

Castes:

Economy:

Arlani economy is based on the Council Credit which is backed by the Council's word. Scientists are the wealthiest class, but only by a slight amount.

Military:

The military is made up of civilians completing their required tour of duty or enlisted civilians who like the military life. The military is currently on place as an interplanetary police force, watching our for space pirates and helping out in riot situations.

Sports and Leisure:

The Arlani have reasonable time outside of their work schedules to see a play or watch a gome of Pom. Pom is a simple game where the players dodge other players as they attempt to tag a moving target.

Major Population Centers:

The only mentionable population center is the city of Tis on Arlan. Tis is the home of the Arlani Council and is a major trade city.

Chronic Problems:

Thanks to the mystical revolution, the Council now has hundreds of religious groups to deal with. Most of these groups are harmless, but on some planets, rumors of ritual sacrifice have started to reach the ears of the Bureaucrats. The CSD is worried that the general populace might not be ready for this much religion.
